What Changed in
Part F 2021?
The June 2022 uplift to Part F (effective for England) introduced some of the most significant changes to ventilation regulations in a generation. Alongside raising minimum whole-dwelling ventilation rates, the update introduced mandatory commissioning and handover requirements that did not previously exist — meaning that installing a compliant system is no longer enough; you must also prove it works.

From Design to Building Control Sign-Off
Design Stage Calculations
We provide Part F design calculations at planning and building regulations submission stage — confirming the ventilation strategy, system type, flow rates and system curves. This gives Building Control what they need to approve the design before work begins.
On-Site Commissioning
Once installed, every terminal device is measured using a calibrated anemometer or flow hood. Flow rates are adjusted to within the required tolerance of the design values. We complete a BS EN 12599 commissioning record for each system, signed by our commissioning engineer.
Handover Documentation
The Part F 2021 handover pack includes system schematics, commissioning results, filter replacement schedules and occupant operating instructions. We prepare this in full — ready to be left in the property for the Building Control inspector and the incoming occupier.
Building Control Liaison
We are familiar with the expectations of Local Authority Building Control (LABC) and Approved Inspectors (AI) across the North West and beyond. Where queries arise, we respond directly — reducing the administrative burden on the main contractor and developer.
Non-Domestic
Ventilation Compliance
Part F Volume 2 (non-domestic buildings) requires ventilation of all occupied spaces using either natural, mechanical or mixed-mode strategies. CIBSE Guide A provides the design values for fresh air supply rates by occupancy type — offices, classrooms, retail, healthcare and more. Chillmasters designs commercial ventilation systems to these standards and provides the documentation required for Building Control and BREEAM assessors.

Existing Systems
Out of Compliance?
Many ventilation systems installed prior to 2022 were never formally commissioned or documented. If you are selling a property, applying for an EPC, or undergoing a compliance audit and cannot locate commissioning records, Chillmasters can carry out a retrospective commissioning check — measuring actual flow rates, identifying any deficiencies, and issuing a report.
